These photo albums were created with a great, free program called JAlbum. I've made several modifications to the themes, but JAlbum has several download-able themes. Navigation through the pages can be done with the mouse or (more efficiently) with arrow keys. Just click on the first photo in an album and arrow to the right through the photos.
